EU Grants for Photonics Companies: The Overlooked Goldmine

European photonics companies have access to hundreds of millions in EU grants across four programmes. LiDAR, PICs, lasers, and optical systems all qualify. Here is the complete picture.

Photonics is one of the EU's designated Key Enabling Technologies. That label comes with funding. A lot of it. But most photonics founders only know about one or two programmes. Here are all four, and how to use them together.

Programme 1: European Defence Fund

Photonics appears across multiple EDF calls. LiDAR for autonomous systems. Optical communications for satellite and tactical networks. Laser systems for directed energy. Photonic integrated circuits for radar and electronic warfare. If your photonics technology has any application in critical systems, EDF grants cover 100% of R&D costs up to €5M for SME-led projects.

Programme 2: Photonics21 Partnership (Horizon Europe)

The Photonics21 public-private partnership runs dedicated calls for photonics R&D under Horizon Europe. Funding rates of 70-100%. This is the best route for earlier-stage technology development (TRL 2-5). Calls cover manufacturing, healthcare photonics, communications, sensing, and emerging applications.

Programme 3: EIC Accelerator

For photonics companies with products nearing market (TRL 6+), the EIC Accelerator offers grants up to €2.5M. Since the Mini-Omnibus, dual-use photonics companies are explicitly eligible. Good for scaling production and entering new markets.

Programme 4: EU Chips Act (photonic ICs)

If you design photonic integrated circuits, the EU Chips Act includes PICs in its scope. Funding covers design tools, pilot line access, and manufacturing scale-up. This is the most underutilised programme for photonics companies because most don't realise PICs qualify under the Chips Act.

Start with Photonics21 for fundamental R&D. Use EDF to adapt for critical applications. Scale manufacturing through the Chips Act. Sell through EDIP procurement. Four programmes, one technology, a fully funded path from lab to revenue.
