EU Grants for OT and Industrial Control System Security Companies

Industrial cybersecurity companies protecting SCADA, PLC, and OT networks can access EU grants across multiple programmes. Critical infrastructure protection is a top EU funding priority.

Your company protects industrial control systems. SCADA networks, PLC firmware, OT network monitoring, or industrial protocol security. You sell to factories and utilities. But the EU sees your product differently: you protect critical infrastructure. And that makes you eligible for funding that most OT security founders never discover.

Why OT security gets priority funding

European energy grids, water treatment plants, transport networks, and manufacturing facilities run on industrial control systems designed decades ago without cybersecurity in mind. NIS2 now requires all essential service operators to secure their OT environments. The EU is funding companies that build the tools to make that happen.

The dual-use angle is immediate. An OT monitoring tool that protects a German factory protects a military logistics facility with zero modification. Same protocols, same vulnerabilities, same technology.

Where the funding is

European Defence Fund: funds OT security for critical systems including energy, communications, and logistics infrastructure. 100% funded. Your industrial monitoring platform is exactly what they need for protecting operational systems in critical environments.

Digital Europe: funds deployment of OT security solutions in real infrastructure. 50-75% funded. Calls specifically target NIS2 compliance for essential services including energy and transport operators.

Horizon Europe Cluster 3: funds R&D in critical infrastructure protection. If you're developing new approaches to SCADA security, protocol analysis, or OT threat detection, this is your programme.

ECCC: runs calls for SME security tooling including industrial cybersecurity. Smaller grants (€200K to €1M) but focused and less competitive.

The NIS2 tailwind

NIS2 forces thousands of OT operators to upgrade their security. Most don't have the tools or expertise. They need your product. The EU funds you to build it (grants) and funds them to buy it (procurement budgets). Both sides of the market are being created simultaneously.

Multiple programmes run calls throughout 2026. Check which ones match your OT security technology.
