Your platform collects, analyses, and distributes cyber threat intelligence. Maybe you monitor dark web marketplaces. Maybe you correlate attack indicators across networks. Maybe you automate threat analysis from open sources. The EU funds all of these because threat intelligence is the foundation of every cybersecurity strategy.
Why threat intelligence is uniquely well-funded
The EU has a specific problem: 27 member states, each with their own threat landscape, and limited sharing between them. EU-funded programmes explicitly target cross-border threat intelligence sharing because no single country can see the full picture alone. If your platform helps organisations share, correlate, or act on threat intelligence, you're solving a problem the EU is paying to fix.
The programmes
European Defence Fund: funds intelligence analysis tools for processing large volumes of data from multiple sources. Your commercial CTI platform does the same thing applied to different data sources. 100% funded, up to €5M for SME-led projects.
Digital Europe: specifically funds cross-border SOC networks and threat intelligence sharing platforms. If your product enables organisations in different countries to share indicators and coordinate responses, this is your programme. 50-75% funded.
Horizon Europe Cluster 3: funds R&D in automated threat detection, attribution, and analysis. Good for companies developing novel approaches to threat intelligence (AI-driven analysis, automated correlation, predictive threat modelling).
ECCC: funds SME-built security tools including threat intelligence platforms. Less competitive than the larger programmes.
The dual-use angle
A CTI platform that tracks ransomware groups targeting hospitals uses the same technology to track threat actors targeting critical infrastructure. The data sources change, the analysis engine doesn't. Your commercial threat intelligence product has direct dual-use applications without any modification.
