There are over €200M in EU grants available to cybersecurity SMEs right now, spread across four separate programmes. Most cyber founders know about one of them. Almost nobody applies to all four.
Programme 1: European Defence Fund
100% funded R&D grants. Cybersecurity appears in nearly every call topic because every modern system needs protection. Quantum-secured networks (€9M dedicated call), cloud security, autonomous system protection, and critical infrastructure resilience. SMEs must make up 38% of every consortium. Up to €5M for SME-led projects.
Programme 2: Digital Europe
50-75% funded deployment grants. This is for companies with working products that need to scale across borders. SOC platform deployments, NIS2 compliance tools, threat intelligence sharing networks. Less R&D, more go-to-market. Calls run throughout 2026.
Programme 3: ECCC grants
The European Cybersecurity Competence Centre in Bucharest runs its own calls. Smaller grants (€200K to €1M) but highly focused on SME needs: cyber ranges, security testing tools, skills platforms. Less competition than the big EU programmes because fewer people know about them.
Programme 4: Horizon Europe Cluster 3
The classic EU R&D programme. Cluster 3 covers civil security including cybersecurity. Funding rate is 70-100%. Good for fundamental research and early-stage technology. Most cyber founders already know this one, so it's the most competitive.
The smart approach
Don't pick one programme. Apply to multiple. A cybersecurity company can receive an ECCC grant for tool development, a Digital Europe grant for deployment, and an EDF grant for adapting the same technology for critical infrastructure. The programmes are designed to work together. The EU wants you to stack them.
